It's Ptolemaic. It goes:"FOR KING PTOLEMY AND QUEEN ARSINOE AND PTOLEMY THEIR SON, GODS (?),PHILOPATORES, PROGENIES OF PTOLEMY AND VERENICE, BENEFACTORS (EVERGETES) GODS (?), bla,bla,bla...
